Overview: The Center of Integrated Biomedical and Bioengineering Research (CIBBR) was established in 2017 to:
- increase the number of NIH-funded research project grants awarded to UNH faculty;
- accelerate hiring and advancement of biomedical and bioengineering researchers;
- acquire state-of-the-art instrumentation in well-managed core facilities; and
- encourage clinical research, commercial opportunities, and translational medicine.
The successful Research Project Leader (RPL) applicant will:
- Receive $125,000 per year in direct costs for up to 2 years
- Participate in a multi-faceted mentoring program
- Join the growing community of UNH biomedical and bioengineering researchers.
Eligibility
Criteria for Research Project Leader Eligibility (from )
An RPL must hold an independent faculty appointment at the time the application is submitted and must qualify either as an NIH or as a .
- An ESI is a Program Director/Principal Investigator who has completed their terminal research degree or end of post-graduate clinical training, whichever is later, within the past 10 years and who has not previously competed successfully as a PD/PI for a substantial NIH independent research award.
- A New Investigator (NI) has not previously competed successfully for a substantial research grant from NIH.
- The list of grant mechanisms that are not considered “substantial research grants from NIH†can be found on the .
Responsibilities
- Develop a multi-year Research Development Plan
- Meet annual milestones (e.g., publication of research articles, submission of major research project grant applications to NIH, etc.)
- Attend CIBBR meetings and workshops
- Participate in annual NIH reporting
Application Process
- Research Project. Please provide a synopsis of the proposed project with an anticipated duration of 2 years that includes the following (2 pages max.):
- Project Title
- Project Narrative (2-3 sentences) summarizing the importance of the proposed project to public health.
- Relevance to CIBBR (2-3 sentences highlighting the relevance of the project to CIBBR’s research mission, potential CIBBR collaborators, and core instrumentation facilities to be used).
- Abbreviated research strategy.
- Specific aims (1 page, following NIH guidelines)
- History of proposal submission. List all extramural applications (with submission dates) for which you are the PI that are either pending review and/or have already been reviewed. Provide sponsor and type of mechanism (e.g., NIH R21), title, main focus or theme, potential overlap with your CIBBR pre-proposal, and summary statements of reviewed applications.

The information below is abstracted from PAR-22-163 (COBRE Phase 2 renewal application) as a guide for preparing a full CIBBR Research Project Leader (RPL) proposal for internal evaluation.
Your proposal should include the following:
- Specific Aims (1 page)
- Research Strategy (4 pages maximum) following these instructions:
- The RPL should describe long-term goals and delineate the design principles supporting the research or the hypotheses to be tested. Preliminary studies are not required for COBRE Research Projects, but they are encouraged. In the absence of preliminary results, applicants should describe the strengths and weaknesses in the rigor of the prior research (both published and unpublished) that serve as the key support for the proposed project. The Research Strategy should also critically assess the existing knowledge and approaches that have been or are being directed in the area with a specific emphasis on how the anticipated results will advance the field. Moreover, the importance and health relevance of the proposed research should be concisely stated. Each research project should describe its relationship to the COBRE's scientific theme and how the Research Core(s) will be useful to the project.
- It may be useful (but not required) to divide the Research Strategy into specific sections on Significance, Innovation, and Approach.
- If you have a previous submission to NIH that was declined, you are welcome to incorporate reviewers’ suggestions into a revised proposal whose aims are scaled to be accomplished within an ~2-year time frame.

- If you do not have and External Scientific Mentor (ESM), identify one or more senior-level researchers who are competent to serve as an ESM (you do not need to seek their participation unless you are selected to be appointed as an RPL).
Additional considerations:
- If there are changes to your Biographical Sketch since submission of your pre-proposal, please include an updated Biographical Sketch.
- The scope of the proposed research should be able to be accomplished in a 2-year period and with an annual direct cost budget of $125,000.
- You will need to be able to commit 6 person-months annually to the project (3 summer months, and 3 AY months). The CIBBR PI will solicit a letter of institutional support (including this effort commitment) from your College Dean and Chair if you are selected.

All pre-proposals and full proposals from eligible faculty will be reviewed and assigned a priority score by the CIBBR Leadership Team (including ad hoc reviewers as appropriate).
Proposals will be evaluated on the following criteria, following the NIH scoring model (1=Exceptional to 9=Poor)
- Scientific Merit
- Relevance to CIBBR mission
- Potential for candidate achieving R01/R35 funding within 2-3 years
- Vision for the research to evolve with translation and clinical outcomes
