Curriculum review and approval is an annual process that takes place during the academic year.
2027/2028 Deadline:
February 1, 2027 - Proposals at Provost Office Workflow Step in CIM.
Proposals must be at this step in workflow no later than this deadline to be reviewed for approval and inclusion in the 2027/2028 Academic Catalog.
Any proposals submitted after this deadline will be adjusted to reflect an effective date of 2028/2029.
New Program Proposals
The addition of new academic degree programs is a two-step proposal process, requiring University level approval.
The purpose of the intent-to-submit program proposal review and approval is to test the feasibility of the program prior to the formal program proposal submission. The proposal provides sufficient information to permit the assessment of the program in terms of appropriateness, need, and quality of design. The proposal is developed to the point at which the institution can examine the long-term implications and be convinced that it should move forward with the new degree; however, the proposal is still receptive to modification.
Proposals are approved internally by the department, college, graduate school (when appropriate), UNH Online (when appropriate), and Provost (VPAA); who then notifies USNH of the institutions' intent to develop the new program.

Complete Intent-to-Submit Program Proposal in CIM

- Start a proposal by completing the General Information section at the top of the form first and then select 'Save Changes' (at bottom of form).
- Important: Program titles for this type of proposal must include the words [Intent to Submit], followed by program title.
- E.g. Intent to Submit: Chemistry MS
- Then select 'Edit Program' to continue completing the form, and it is recommended to periodically 'Save Changes' as sections are completed on the form prior to submitting to workflow.
- For the initial Intent-to-Submit proposal aim to complete each section with sufficient detail to clearly summarize the proposed new program.
- Make sure to include overall program design, alignment with UNH mission and strategic plan, program demand (including evidence of such demand in the form of a market and competitive analysis), proposed modality, preliminary proposed curricular requirements, summary of required institutional resources for program delivery (e.g. clearly state any new resources required or how the new degree will be covered by existing resources). Review the from the Provost’s Office for more specific guidelines about content and format expectations in an Intent-to-Submit proposal.
- At this stage of the process, some of the more detailed sections can be left blank or can include summary statements (e.g. detailed learning outcomes, detailed degree and assessment plans, course syllabi, Accelerated Master’s curricula, etc.). These sections can be edited to include more detail at the formal proposal stage of the process if the Intent-to-Submit proposal is approved.

- Select the applicable program record from the results.
- The information entered during the Intent-to-Submit stage will be pre-populated in the proposal form. Click ‘Edit Program’ to continue completing the proposal according to feedback received during the review of the Intent-to-Submit proposal and adding necessary details about the program including specific course requirements, learning outcomes, degree and assessment plans, course syllabi, and Accelerated Master’s curricula, detailed budget model. It is recommended to periodically save changes as the form is being completed; it does not automatically save as you complete it.
- Attach all relevant supporting documents including any formal feedback received from prior review and your responses to that feedback.
- After completing the form select 'Start Workflow' to submit proposal for approval.
- Login to CIM Program Management anytime to view proposal progress through workflow.

Existing Programs
All degree programs at UNH are required to complete an Academic Program Review (APR) every 5 years. Every 10 years, the APR includes an external review.
The Academic Program Review (APR) is designed to guide the self-assessment and development of academic programs on a continuous basis. The process supports the University’s commitment to providing comprehensive, high-quality academic programs, enabling a culture of continuous improvement, and adhering to the New England Commission of Higher Education (NECHE) accreditation standards.
Because the Program Review process for undergraduate and graduate programs is slightly different, departments should submit reports separately.

- Delivery Method changes (Online, Hybrid, On Campus/In-Person)
- Other structural changes to the program (E.g. Departmental reorganizations)
Proposed curricular modifications originate in the department/program.

- Will the pause be temporary or be followed up with a formal proposal for program closure?

Closure/Inactivation of a program may be initiated by program faculty, or school/college dean and require University level approval.

- What are the anticipated effects on student enrollments, existing programs, the relevant college, and any resource savings?
- What are the plans for communicating the closure to the university community, including currently enrolled students and the general public?
