Emergency management encompasses the coordination and supervision of resources and responsibilities that helps communities mitigate, prepare for, respond to and recover from disasters. Students completing the Emergency Management Minor will have a composite view of emergency management—and its integral role in homeland security and resilience—and how to design emergency management and continuity of operations plans as well as how to design and evaluate exercises in both the public and private sectors. 

This minor prepares you with knowledge of emergency management strategies, tools and policies that are essential to related careers in government, the private sector and nonprofit entities.

What is emergency management? 

The Federal Emergency Management Agency (FEMA) defines emergency management as “the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters.” Essentially, emergency management encompasses the coordination and supervision of resources and responsibilities that helps communities mitigate, prepare for, respond to and recover from disasters. This minor prepares you with knowledge of emergency management strategies, tools and policies that are essential to related careers in government, the private sector and nonprofit entities. 

Why study emergency management at UNH Manchester? 

Students completing this minor will have a composite view of emergency management—and its integral role in homeland security and resilience—and how to design emergency management and continuity of operations plans as well as how to design and evaluate exercises in both the public and private sectors.  The emergency management minor encourages interdisciplinary collaboration through security-related courses in a variety of disciplines, facilitating students’ engagement with security from diverse perspectives.

The Federal Emergency Management Agency (FEMA) defines Emergency Management (EM) as “the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters.” Students completing this minor will have a composite view of emergency management, and its integral role in Homeland Security and resilience, as well as how to design emergency management plans, continuity of operations plans and how to design and evaluate exercises in both the public and private sectors. As such, the minor in EM formalizes an academic credential in an area vital to Homeland Security and of interest to several other disciplines and professions such as business, law enforcement, urban and community planning, environmental studies, and government and military affairs. 

Students should expect that minor courses will only be available on the Durham campus.

Requirements for the Program

The Minor in Emergency Management will require five courses (20 credits). Two courses are also required by the Homeland Security major (Department of Security Studies) which provides the foundation for the minor and two from the Geography Department. One additional course from a list of electives is required to complete the minor. Students may take an unlisted course as an elective but only with prior approval by the minor coordinator.

Upon completion of the emergency management minor, students should be able to: 

  • Define emergency management as a discipline, its role in domestic human security, resilience and national security; and recognize and understand problems and challenges faced by the discipline.
  • Define, appraise and evaluate natural and human disasters and their causes.
  • Understand the dynamics of critical infrastructure security and resilience in the emergency management/homeland security enterprise.
  • Apply basic geographic information system technology and techniques.
  • Design and evaluate an operations-based (i.e., a drill or functional) or a discussion-based (i.e., a simulation or tabletop) exercise.
  • Identify United States legislation supporting emergency management authority, preparation, mitigation, response and recovery activities.
  • Employ interdisciplinary social science research methods.
  • Convey complex information and concepts in verbal and written media.
  • Design an emergency management plan, a continuity of operations plan and conduct an organization-wide risk assessment.
